Biographical / Historical

Richard Reid Hallock was born in New Jersey on November 23, 1919 to Archibald Hallock and Elizabeth Reid Hallock. He died on July 27, 1999 in Oberlin, Ohio. He is buried at Fort Benning, Georgia in the post cemetery. On August 8, 1941 in Elkton, Maryland he married Jane Phillips, who was born in Brazil, Indiana on July 14, 1920 and died on February 4, 1991 in Los Angeles, California. They had four children: Richard Phillips Hallock (b. September 25, 1946), Jeffrey Frost Hallock (b. July 14, 1950), Timothy Langdon Hallock (b. 30 March, 1956 and who died shortly after birth), and Amanda (b. 20 September, 1960). He married Myriam Lahaurine Johnston in the 1990s.

He served in the military for nearly 25 years, starting from his enlistment 1942 when he joined the U. S. Army. He trained at Fort Benning, Georgia and in 1943, he would serve as Regimental Demolitions Officer and Rifle Company Officer, serving in the 551st, the 504th, and the 82nd Airborne Division in the Mediterranean-European Theater during World War II. In 1945-1946, he returned to Fort Benning to attend the Parachute School. In 1946, he became part of the Intelligence Division of the War Department as the Liaison Officer to the Department of State and the Navy under the direction of Col. Carter Clarke. In October of 1946, he was assigned as the Special Assistant for Intelligence and Confidential Secretary to the US Commander-in-Chief, Europe, US Military Governor of Germany, General Lucius Clay. He served as General Clay's personal aide for intelligence in occupied Berlin from 1946 to 1949. In 1950, he once again returned to Fort Benning to join the Infantry Test Board as the Chief of Review and Analysis Office and Airborne Advisor. In 1952, he was assigned to Korea as a Regimental Intelligence and Operations Officer and Infantry Battalion Commander under the command of Col. Joseph R. Russ. In 1954-1955 he was the Airborne Regimental Combat Team Logistics Officer at Fort Campbell, Kentucky. One of his most influential positions in the army came in 1956, at Fort Leavenworth, Kansas, when he became Special Assistant to the Commandant at the Army Command and General Staff College under the then Commandant Major General Lionel C. McGarr.

In July of 1959, he joined a team that was part of NATO and sent to Izmir, Turkey, attached to the Chief Exercise and Maneuver Branch. In 1961, he was appointed the Executive Officer to the Special Assistant for Arms Control on the Joint Chiefs of Staff. In November of 1961 he was made Project Manager for Weapons Systems under the Office of the Secretary of Defense. In 1962, Dr. Alain Enthoven, Assistant Secretary of Defense, requested that he join his team as a consultant in the office of the Director of Systems Analysis. In August of 1963, he attended the Army War College where he completed his training in 1964, along with completing a Master's degree at George Washington University. In 1964, he was assigned to Fort Ord, California where he was Chief Project Team II leader under the Army Combat Development Command Experimentation Center. He went on to become the Special Assistant to the Director of Force Planning and Analysis at Fort Ord. On June 1, 1967, Colonel Hallock retired from the U. S. Army after 25 years of service. During this time, he earned the Master Parachutist Wings, Combat Infantry Badge with Star, the Legion of Merit, a Silver Star, five Bronze Stars (four with "V" for Valor), a Purple Heart and an Army Commendation Medal, among other medals and commendations

Later in 1967, Dr. Alain Enthoven would again request the service of Col. Hallock as Consultant to the Assistant Secretary of Defense. He would continue to serve as a system analyst in various positions, including Senior Analyst for the Office of the Bureau of the Budget under Dr. James Schlesinger, and later for the RAND Corporation. In 1972, he formed a group of management consultant and real estate investment corporations under the umbrella name of Intrec, Incorporated. Much of Intrec's work involved consulting contracts related to military organization and equipment procurement in Iran and other U. S. allies in the process of modernization.
